The Federal Transit Administration in accordance with 49 CFR Part 26 requires the establishment of an overall Disadvantaged Business Enterprise (DBE) Goal for Federal Fiscal Years 2022-2024. DBE goals are set to enhance participation by minority, women and small businesses in federally funded contracts. Types of items procured with Federal Transit Administration funding are: Bus Washing Services, Janitorial Supplies, Uniforms, Office Supplies, Signage, Communication Services, Marketing, Construction, Architectural and Engineering, etc. All qualified DBE’s must be registered with and approved by the State of Tennessee Department of Transportation Unified Certification Program (UCP). The overall DBE goal for Rover Public Transportation has been set at 4 per cent with a race-conscious / race-neutral split of 0 per cent / 4 per cent DBE participation.
