The Murfreesboro City Council will meet in a Regular Workshop meeting at 11:30 a.m., Thursday, Aug. 10, 2023, at the Municipal Airport Business Center, Community Room, 1930 Memorial Blvd., to discuss issues with staff.

  • Retail Liquor Certificate of Compliance—Broad Street Liquor and Wine (Finance)  
  • CIP Reallocation (Finance) 
  • Ordinance 23-0-30: Amend City Code, Chapter 4, Alcoholic Beverages (Finance) 
    1. First Reading: Ordinance 23-0-30 
  • Tennessee Law Enforcement Hiring, Training and Recruitment Program Grant Contract (Police)  
  • Development Agreement with Rutherford County Collegiate Prep Academy (Water Resources) 

Workshop Items 

  • Blackman Park Master Plan Update (Administration)   
  • Town Creek Phase 2 Daylighting Concept Plan Update (Administration)  
  • Keystone—Board Street Redevelopment TIF Overview (Administration)

Note: Prior to the Workshop meeting, Council will meet in executive session at 11:00 a.m. in the Airport Conference Room to receive an update on litigation matters. 


The City Council adopted Resolution 23-R-21 on May 25, 2023, to reset the Council Meeting (primarily used for a Workshop Session on the second week of the month) from Wednesday to Thursday. Council previously adopted 11:30 a.m. as the time for the Workshop Session. The Resolution simply changes the day of the meeting to the second Thursday of the month. The “Workshop” afternoon meetings allow for more informal sessions for staff to present studies or to accommodate longer discussion and consideration than afforded during more formal Thursday evening Council meetings.
